I found this signage making a payment at the Department of Finance. It was striking to me because I feel it truly conveys the nature of the City's bureaucracy: violent.

Exhibit A: What is going on in the graphic below? It looks to me as if someone's getting a paddlin' for incorrectly filling out a form, or something like that.

Exhibit B: Please "stand between the ropes and wait to be called"? An overt boxing reference, no doubt.
